Craig Virani: Yes, you can as 145.110MHz is in the 2m amateur radio band. As for legality of using a non-amatuer radio to transmit on amateur radio frequencies, that's another thing.
Wally Gower: 145.11 MHz is in the 2 meter amateur radio band in the US and most parts of the world. The Aircraft radio usually only operates from 108 to 135 MHz and only in AM mode. It could possible be modified by someone who knew what they were doing to get up to 145 MHz, but at that frequency almost 99.9 percent of ham activity is FM or SSB and it's not practical to modify an AM transmitter for those modes as well as the frequency changes..
