Olin Hallin: It's not creativity that you need. It's money. Unless you have a couple million dollars to spend, you can forget about it. However, you could always build and design rides for someone else who has the money! And then, yes, creativity will be a factor. Purchase 'Rollercoaster Tycoon 3: Platinum Edition' from Steam for 20 bucks. Best theme park building game out there, and it will really test how creative you are.
Willetta Munhall: Next to impossible. You would need millions of dollars. Parks are usually started by a company that already has a ton of money to invest. It's not like your average joe could take out a loan and build a park. Also, it is not like there is one person involved, there would be hundreds planning and building things. So creativity wouldn't really matter. You would have other people do that.
